Thank you for your suggestion. But you CinC is related to your Starfleet Operating Forces and your universe. Evidence here is that your CinC is a member of the Joint Chiefs of Staff. I will link to it only if your CinC is what it is supposed to be on canon and licensed work. If its based on your universe. I won't link to it.
The precise name of this page is interchanged with Commander Starfleet and Chief of Staff on canon and licensed work. All three have one and the same function. The position is the overall boss of Starfleet. No Joint Chiefs of Staff and no Chief of Staff.
