Ricarius' life came about out of the genetic experiments of the late 20th century, classifying him an Augment. Unlike most Augments, who were raised in a captive and artificial environment, he had been raised in as normal a setting as could be, with two middle-aged adoptive parents who held deep religious values. They introduced him to various faiths and belief systems by enrolling him in a parochial academy, and it was here that he began learning about the value of religion as a source of moral guidance. This extended to his political ideals, learning about the Divine Right of Kings practiced in feudal Europe and the Mandate of Heaven in ancient China, expressing support for a system of government under a single just ruler, the key word being 'just'.
When the Eugenics Wars began, Ricarius worked to lead the human counter-revolution against his aggressive Augment brethren at the age of 14. Around 1996, a couple weeks after his 17th birthday, the last of the Augments were overthrown and pure-gene humans ruled again, all taking part in a grand coalition known as the Imperial Commonwealth of Nations. However, fearing that the Augment who led them back to peace would turn on them, the Earth governments agreed to have him cryogenically frozen for a fixed time of 350 years. In a surprising turn of events, Ricarius consented to the decision, so long as he was guaranteed of his safety during the sentence and his freedom after its time was over. Without him present to hold the Imperial Commonwealth together, it collapsed and was officially dissolved only a couple months after he was frozen.
In the FederationEdit
350 years later, Ricarius was unfrozen in Cold Station 12, the main storage facility for Augment embryos and specimens, and welcomed by a team of Federation scientists. He adjusted himself as best he could to this new life, disappointed that ideals such as religion had passed away, but eager to find a niche for himself in this new society nonetheless. He rose up the political echelon until he managed to find himself as head of the Soviet Union, a province of United Earth. He had acquired a spot on the Federation Council, representing Earth, and just in time to witness the Federation's slow collapse as a result of the Dominion War.
While the Federation was on the brink of collapse, Ricarius had begun to set into motion his plans and ideas from the get-go. He had retained his memories of the Imperial Commonwealth of Nations founded at the end of the Augment Wars, and he was waiting for the right time to use these tactics for his benefit once the inevitable happened. Eventually, the Federation Council was officially dissolved, signaling the moment of the Federation's collapse caused by its massive losses in the Dominion War (see Collapse of the Federation). Immediately after the collapse, the soon-to-be leader rounded up as many supporters as he could, hoping to quickly build his new Empire, soon to be known as the Imperial Commonwealth of Planets.
Rise of the EmpireEdit
Once Ricarius gained enough supporters from ex-Federation member worlds, he rebuilt the Council, instated his new policies to incorporate all planets equally, and fully built his Empire from the ruins of the Federation. While it was not as formidable as the Federation in its earlier days, it grew very fast, surpassing the Klingon and Romulan Empires in a matter of months. However, this latest success was still missing something: An officially chosen leader to maintain this new Empire. He volunteered to fill this power gap by elevating himself, from a key member of the newly-formed Council, to the elected chief executive of the Empire.
After Ricarius was put into office as Emperor of the Imperial Commonwealth of Planets, he continued to improve it in ways unimaginable in the Federation. The military grew to extraordinary heights, the economy flourished, and society was thriving. Soon, the Empire became better than the Federation ever was. He then decided to build new and better ships for his Empire. He started with his royal flagship: the ISS Indominus.

The Indominus was built to be the most advanced starship in the Imperial Starfleet, boasting more powerful weapons than battleships, more sturdy armor than starbases, more effective shields than those designed for planets, and more efficient engines than the finest transports. Once it was deployed, Ricarius designated it with the role of serving as his own royal transport for when he needed to move off-world. Because of this, the Indominus saw little action in proper combat unless the Emperor wanted to personally involve himself in certain significant military engagements, usually deeming them "triumphs of the Empire", and for good reason. Though his ship was almost never on the battlefield due to his own personal discretion, it would prove more than a match for any enemy fleet and secure victory for the ICP any time it was involved.
Negotiations with the BorgEdit
Ricarius was the first person in history to ever open official negotiations with the Borg, an almost impossible task in history's eyes. He was able to contact the Queen and convince her to strike a deal, benefiting both sides. The Emperor proposed that the Borg Collective make peace with the Empire, and the Borg would receive one of every class of starship at the Empire's disposal (Except the Emperor's flagship), each filled with terabytes worth of information and data, as a show of good faith. Another condition would be that the Emperor would become the Queen's counterpart in the Collective and submit to Borg alterations to become a Borg in almost every way, but his individuality would have to remain intact. The Borg reluctantly accepted this proposal and performed the procedure. He received a prosthetic arm, an ocular implant, exo-plating, and other Borg components, and from the ICP he received a mobile holo-emitter, much like the Voyager EMH's model, to disguise these changes to his form and make him appear fully human.
When the procedure was completed and the tribute of technology fulfilled, the Borg promised to withdraw from Imperial space. If the Borg will permanently honor the treaty is yet to be seen, as it is very likely that they might go back on their word and use this technology to launch a new campaign into Imperial space, one that the Empire might not be able to resist. The Emperor has repeatedly stated that he does not find this a problem, mainly because the procedure left him with a stable link to the Collective. In the event of war, he would know everything the Collective knows, and thus the advantage would be his in battle, to anticipate and react against any move the Collective makes.
Most Augments could be characterized as arrogant, aggressive, and ambitious to the point of ruthlessness. Ricarius, however, did not exhibit these characteristics as violently as other Augments. He rarely ever was overly aggressive in nature, due to him being a product of later experiments when the defects of the Human Augment Genome were being weeded out. He had shown arrogant tendencies, but not as much as other Augments, and he was ambitious, but his ambitions centered on benefiting all mankind, not just his own quality of life. He was selfless in his works and kind in his actions, making it clear that humanity's well-being was his primary concern. However, the most unusual characteristic of his personality was Ricarius' adherence to morality and ethics, achieved through a devotion to religious values developed early in life thanks to his upbringing.
Like other Augments, he was stronger, smarter, more agile, and more resilient than most other humans. His body was less susceptible to damage compared to the human body, and he could exert himself well beyond normal human limits, if necessary. During his long period of cryogenic stasis, Federation scientists had participated in a classified Federation project which involved Augment experimentation. The scientists had tampered with his body while he remained in his induced coma, enhancing many sectors of his physical and mental being. His strength and intellect were further enhanced, but this was not the most significant of his changes.
During tests conducted after his thawing, it was discovered that he had received, whether intentional or not, telepathic and telekinetic abilities. In terms of the level of power at his disposal, they are comparable to the levels exhibited by the Ocampan known as Kes in the time prior to her transformation into a non-corporeal being. Within these categories, his abilities include mind manipulation, directed energy discharge, and self-levitation and flight, among many others. While he has access to these powers, rarely does he make use of them except in emergencies, or times when he sees fit to use them for other purposes without squandering them.
